Rise of the Sun at the Winter solstice

On that day, the Sun is at the lowest in the sky at noon. Days are as shorter as we are North. The Sun will rise earlier at Paris than in the cities North of Paris. This will be compensated by the position more East or more West of a city. So, the Sun will rise at the same time at Paris, Niort and Tours (which are at the South-West of Paris). The Sun will not set at the same time since daylight will be longer South of Paris than North.
